Programs and Services

Residential Services

Licensed Community Based Treatment Centers operate 24/7/365, with on-duty staff for our clients. Staff monitor client behaviors and whereabouts in the community and enforce program rules and accountability. Substance Use Disorder (SUD) counseling, facilitation of cognitive-based interventions, and correctional case management are provided in an intensive setting. Clients can be granted gradual re-entry into the community based on earned privileges. All service components of our Residential Treatment Centers emphasize trauma-informed care and employ an individualized approach to each client. Currently, 5 facilities are medically monitored residential treatmnet services under DHS 75.54.

Community Treatment Service Centers

Community Treatment Service Centers emphasize substance use disorder counseling, day to day accountability, drug testing and reporting, correctional case management; and individual and group counseling. Counseling services include parenting, domestic violence intervention, cognitive intervention, anger management, income management, education, and employment/vocational. Community support/service networks and transitional/aftercare services are also provided.

High Risk Client Case Management Program

We have developed an informed, evidence-based approach to case management for high risk clients; drawing on over four decades working with these clients. Case managers collaborate with clients and community resources to address what is necessary for successful reintegration, which can include: housing, access to healthcare, food, transportation, establishing a stable source of income, and building a prosocial support structure.

Transitional Housing Services

Supervised Transitional Housing Services (THS) serve clients living in Wisconsin and Minnesota communities and promote responsible, pro-social lifestyle, financial independence and responsibility, gainful employment and independent living skills.

Sex Offender Treatment Services

ACS uses an integrated approach to treatment, including cognitive behavioral therapy (CBT), dialectical behavioral therapy (DBT), motivational interviewing (MI), and the Good Lives Model. This program uses evidence-based treatment practices to target individual Risks, Needs, and Responsivity (RNR). In treatment, clients focus on identifying individual dynamic risk factors and interventions, as well as changing distorted thinking patterns, beliefs, and behaviors that contribute to sexual offending. Clinicians help individuals recognize offense cycles, manage atypical sexual interests, and develop skills for self-regulation and impulse control. Treatment includes success planning, enhancement of protective factors, and strategies to reduce risk factors while strengthening prosocial behaviors. The approach is structured, goal-oriented, and emphasizes personal growth and accountability. Our clinicians are certified to provide the Abel Assessment for Sexual Interest (AASI-3) for adults and juveniles.

Institution and Correctional Center Services

We offer Substuce Use Disorder (SUD) services, as well as Employment Services, at Correctional Institutions throughout Wisconsin.

Outpatient Community Treatment Groups

Community treatment group services are offered throughout Wisconsin in the areas of SUD Counseling, Cognitive-based interventions (e.g. Thinking for a Change, Moral Reconation Therapy), Anger Management, and Domestic Violence.

County Alternative Programs

A continuum of client sanctions and services designed to reduce jail overcrowding, increase community safety and reduce recidivism include:

  • Assessment and Screening – using jail classification system and risk/need assessment instruments to determine client’s appropriateness of diversion program.
  • Case Management – supervision and monitoring of clients through completion of diversion programs. Collateral contacts with client accountability are stressed while maintaining extensive communication with criminal justice system personnel.
  • Day Reporting – emphasizing daily interface, accountability, drug and alcohol testing.
  • Drug Court/OWI Treatment Court – SUD treatment services and case management offered as component of Drug Court/ OWI Treatment Court programs.
  • Justice Volunteer Program – combines client case management and citizen volunteers that serve as mentors for problem solving and responsible living.
  • Treatment Groups – alcohol and drug, anger management, independent living skills to address the causal factors related to criminal behavior.
  • Community Service – clients perform unpaid work at selected public and private non-profit sites. Both individual work hours and supervised crew hours are performed.
  • Repeat Driving Offenses – Intensive Supervision Program for repeat driving clients with convictions for operating while intoxicated, operating after revocation, and operating after suspension. Pre-trial and post-adjudication supervision and services include screening/assessment, correctional case management, day report services, drug and alcohol testing, SUD relapse prevention groups, cognitive intervention/corrective thinking groups, cleint participation in victim impact presentations, and pre/post testing for attitude and belief system changes.
  • Youth Services – providing psychosexual evaluations for youth ages 12-18 with a history of problematic sexual behavior. Providing education regarding evidence-based practices to funders, consultation to the youth’s treatment team, and guidance for families and community partners.
